The issue is that you can't draft those kinds of deck as no sensibly balanced drafting cube will contain enough of the weak enchantment support cards you need
But Urborg is different it's not itself a Swamp, it only has the word "Swamp" in its text description, which the official Commander rules point out is okay: Basic land words (swamp, forest, etc) in the text box of a card do NOT represent a coloured mana symbol
Finally, The Caves of AndrozaniThe Caves of Androzani puts out a ton of counters, more than making up for its four-mana cost, and then ends up with us searching up The First DoctorThe First Doctor and the TARDISTARDIS to put out more counters and draw even more cards
